The sudden installation of three large rolling iron shutters in a sizeable residential structure located in a narrow lane of Delli Ward No. 55 has triggered concern among local residents, who allege a possible violation of building regulations and planned land use norms.
Residents shared photographs with this publication showing the same structure without shutters in February 4, 2026 and a subsequent image dated April 28, 2026, where multiple iron shutters have appeared. Locals claim the alterations indicate a likely conversion of the premises for commercial use within a designated residential zone in a well planned manner.
Speaking on condition of anonymity, several residents expressed apprehension over what they described as “unauthorized structural changes,” stating such modifications, if found in violation, would be inconsistent with provisions of the Jammu Master Plan 2032 and applicable building bye-laws.
They warned that any unchecked shift from residential to commercial use could intensify congestion, strain parking availability, and disrupt the character of an already densely populated neighborhood.
Expressing astonishment over the apparent oversight of building violations by enforcement staff deployed in the area, agitated residents alleged that the installation of three shutters in such a large structure without inviting any action from the JMC raise finger of suspicion. Demanding action against reported blatant building use violation, one resident preferring anonymity said, “These 3 shutters were installed on March 17,2026 with impunity”.
This is an act of organized corruption and Commissioner, JMC must order in-depth investigation to unveil as to how unauthorized installation of three iron shutters escaped the attention of those deployed in the area for monitoring of illegalities, opined a resident of Delli, wishing not to be named.
“Structures are first raised with alleged official connivance and then left untouched for years to appear old. In the next phase, shutters are installed, and the premises are again kept closed before eventually being opened for business. This suggests a pattern that warrants scrutiny,” they alleged.
Pointing to another reportedly unauthorized large shed structure in the same locality, residents further alleged that certain politically connected former councilors act as intermediaries in facilitating such conversions, raising serious questions about enforcement within the municipal system.
