With due respects, I am to bring to your kind notice, a few orders issued under your dynamic leadership ever since you took over as Principal Secretary, Higher Education Department. The undersigned is a retired Principal of Hr. Edu. Dept. and deems it as an unpleasant duty to write this post which must be read by our L-G/CS. The following matters are being are being brought to your consideration and for re-visitation also:-
As per Govt. Order No. 44-JK (HE) of 2022 dated 25.02.2022, Ms. Geetanjali Andotra Rana and Ms. Twinkle Suri have been accorded extension of services as Deans in Cluster University Jammu for a period of 1-Yr from the date of expiry of their deputation or upon posting of new incumbents whichever is earlier. I have worked with both the ladies during my stint in Hr. Edu. Dept. They have already enjoyed their continued postings in Jammu Colleges on one pretext or another. Opportunity should have been accorded to better replacements so that others in the Hr. Edu. Dept. don’t feel the pinch of a step-motherly treatment.
As per Govt. Order No. 45-JK (HE) of 2022 dated 25.02.2022, Naveen Anand and Daljeet Manhas have been accorded deputation of 02-Yrs as Deans in CUJ. Naveen Anand is not at all cut for this assignment as I have also worked with him in GCW Gandhi Nagar Jammu. He doesn’t have the capacity to take on any challenge and totally un-imaginative. So far as Daleej Manhas is concerned he is more of a politician and less of an academician. It appears that none in your Dept. has mustered the courage to educate you on the right lines. Kindly leave the chamber and extract the ground realities, please.
Vide Govt. Order No. 30-JK(HE) of 2022 dated 09-02.2022, Abdul Majid Bhat, Director Finance of Hr. Edu. Dept. has been appointed as Inquiry Officer to conduct an Inquiry into the sexual harassment allegations levelled against Nissar Ahmed Wani, Mehmood Ahmed Tak and Javed Ahmed. Director Bhat had to submit the report within 15-day positively. I telephoned him on his Cell No. 94190-91745 twice in the morning today but he remained un-responsive.
In the light of the aforesaid a few more facts may be highlighted. Ms. Geetanjali Rana is a kin of our dear friend Jitendra Singh MOS in PMO, so she has constitutional and moral right to remain posted in JMC limits till she is superannuated. No earthquake will affect New Delhi in case she is out of JMC limits.
So far as Ms. Twinkle Suri is concerned she too enjoys immunity of sorts. These people of creamy layer have done more harm than good to Hr. Edu. Dept.
Hopefully, a considered thought will be given to my observations/viewpoint and an impartial approach will be your mantra in the days ahead. Simmering discontent is visible in almost all the orders issued by Hr. Edu. Dept. A copy of this letter is being sent to worthy LG/CS for their kind perusal and initiation of corrective measures if any in the larger public good.
Please don’t break the myth that non-resident IAS Officers are impartial.
