JAMMU: Massive resentment is brewing among the employees of Jammu and Kashmir Bank Limited over appointment of a non domicile candidate for the post of Chief Financial Officer (CFO) which is equivalent to position of President in the bank in terms of pays and perks.
Majority of the employees of J&K Bank across length and breadth of the Union Territory of J&K have seen appointment of Satya Narayan Gupta as CFO of the bank as a foundation stone for more employment of non domiciles candidates at different levels in future.
Fearing victimisation several officers of the J&K bank preferring anonymity alleged “This appointment is in contravention of bank HR policy and a plan aimed at eroding the basic constitution of the bank”.
Established in October 1, 1938, the J&K Bank is a state bank and registered as company under the company Act. The J&K government owns major share of 59% while rest lies with shareholders.
Referring to the amendment of Ministry of Home Affiars (MHA) in its notification issued on April 1,2020 wherein it modify its earlier order of keeping reserved only level 4 posts for residents of UT JK, a senior officer of the bank said “ The Government can appoint non domicile to the bank Board of Directors but opening doors for non domicile at executive level of the bank is seems to be an alarming trend”
This appointment of non domicile CFO is in contravention to the MHA revised order pertaining to the recruitment in JK UT at various levels, the officer further added.
Interestingly, unlike its previous advertisements for recruitment of candidates to various posts in the bank, the notification for recruitment of CFO which was issued on January 1st, 2020, had no mention of domicile requirement in the eligibility para.
Several employees have warned of agitation if the bank management fails to review it’s decision on CFO sppoappoint citing that there is no dearth talent in the bank as well as state for appointment as CFO.
