SRINAGAR: Taking serious note of compromised enforcement approach, Commissioner Srinagar Municipal Corporation (SMC) Dr. Basharat Qayoom has ordered intensified action against unauthorised constructions and violations of building norms across Srinagar, warning that officials failing to prevent or act against such violations will face accountability.
To set the record straight, the Commissioner ordered withholding salaries of three Zonal Enforcement Officers, holding them accountable for failure in adopting shut eye attitude towards rampant unauthorised constructions.

Worthwhile to mentioned here that JK Global News on October 30 has carried a detailed news about rampant illegal constructions especially of commercial nature in SMC jurisdiction. The citizens have expressed their strong resentment over chaos due to these illegal constructions in residential areas.

Reviewing the enforcement mechanism, the Commissioner called for more frequent field inspections and effective monitoring to ensure that complaints of illegal constructions and encroachments are addressed without delay. He stressed that violations of approved building permissions must invite prompt action rather than remain unattended.

He directed the concerned Joint Commissioners to conduct a detailed verification of all ongoing and recently initiated constructions in their respective jurisdictions to establish whether these conform to sanctioned building plans and municipal regulations. The exercise must be completed within a prescribed timeframe, followed by submission of compliance reports.

To strengthen the enforcement mechanism, the Commissioner ordered the setting up of dedicated Enforcement Cells under the Joint Commissioners and the formation of Flying Squads for immediate response and on-ground verification of reported violations. He also called for an online grievance platform to enable residents to report encroachments and unauthorised constructions directly to the Corporation.

Emphasising that public spaces must remain free from encroachments, Dr. Qayoom directed that building regulations be enforced uniformly, without favour or discrimination. He cautioned that negligence, dereliction of duty or failure to initiate action against violations would invite disciplinary proceedings against the responsible officials.
