JAMMU: Massive illegal constructions are being encouraged by Khilafwarzi inspectors in Jagti-Nagrota and Vijaypur-Samba area as part of corrupt practices resulting into haphazard growth of commercial buildings in utter violation of Jammu Master Plan besides inflicting potential revenue loss in the shape of building permission fees.
The modus operandi adopted by concerned khilafwarzi inspectors namely Madan Salaria and Rajinder Kumar to hoodwink higher ups as well as concerned Tehsildars of JDA’s Zones on rampant illegal constructions is that the duo issued BOCA notice of 7(1) in files whereas on ground they prefer to go in hibernation purportedly to allow violators to complete their illegal constructions.
Locals while complaining against mushrooming illegal commercial constructions in Vijaypur told JK Global News “On regular basis, the officials of JDA keep visiting the area in Balero and harass us for carrying even minor repair work of houses but silent on commercial constructions which are going on every where in our area without permission from JDA”. This is clear case of organised corruption with patronage in JDA, they alleged.
Adopting the similar patron, the enforcement Inspector Madan Lal is patronizing illegal constructions in Bajalta, Nagrota, Jagti and Ban area complained the locals.
When JK Global News contacted the concerned khilafwarzi inspector Madan Salaria to verify allegations of locals and to our utter surprise he first said that these constructions have approved permission plan from BDO and when he was apprised about JDA’s last year notification on the issue which rendered construction permissions issued by BDO’s in JDA jurisdiction as invalid then in an obvious attempt to mislead us, hurriedly said, ” VC JDA has ordered us to seal all these illegal constructions in two days”.
Insiders in JDA, reveals that patronising illegal construction in Vijaypur and Jagti -Bajalta area and recently along Akhnoor -KotBhalwal ring road by issuing notice of 7(1) in files is a very old practice prevailing in JDA. The million dollar question remains that why the concerned khilafwarzi inspectors and JDA failed to initiate action against illegal construction at inception. Moreover, why the sealing and demolition remains in oblivion when as a matter of fact the entire exercise from issuance of notice u/s 7(1) to final 8(3) has to accomplish within a span of 7 days.
