JAMMU: Realizing that long prevailing practice of rotating a selected group of SHO’s from one police station to other has done more damage than good which results in lucrative cops-mafia nexus, the higher ups in Police Department have undertaken a significant exercise to identify dynamic officers from Armed Wing of Jammu and Kashmir Police for playing role of SHOs vis-a-viz sending old guards of executive wing to Armed or other insignificant wings.
Terming the rotational SHOs as cancerous for society, a senior IPS officer confiding anonymity said “There is no denying the fact that for last several decades a group of Inspectors keep enjoying plum postings by managing their rotation from one police station to others.
Tragically, instead of trained investigators, this shady practice yields tainted property dealers and colonizers in uniform and it’s pathetic too see one SHO is acting as pimp of arms gun licence mafia and arms dealers, added a senior police officer.
There are hundreds of young police officers in the rank of inspectors and without giving equal to them to serve as SHO, there will be no substantial check on the growing menace of drugs, snatching and prostitution in society.
These emerging areas of crimes can be controlled only when focus of SHOs is on developing grid to curb crimes instead of spending energy on sale and purchase of khads and encroached lands.
The area around Jewel chowk is notorious for prostitution.Whereas, Bagh e Bahu, Bhathindi, Rajiv Nagar, Ragoora and Sidhara earned ignominy for sale of drugs with impunity. Situation is deplorable in Sarore where drug cartel rules the roost. The multi crore Kabadiya-vehicle lifters nexus is flourishing in Baribrahman and Narwal right under the nose of cops. Similar, is the stinking affair of bovine and sand smuggling in the region.
While welcoming the move recent initiative of police department wherein the DGP Dilbagh Singh has ordered shunting out a group of blue eyed inspectors of executive to armed wing, renowned academician and anti-corruption crusader, Prof. S.K Bhalla said “This is a revolutionary step aimed at ending prevailing large scale corruption in police stations and breaking the existing cop-mafia nexus”.
He further stressed that the police authorities need to discard this age old practice of shuffling blue eyed SHOs from one police station to other. There are nearly 15 wings in police department and the authorities should devise mechanism to keep rotating officials of the rank of Inspectors and Sub Inspectors from one wing to other.
This practice if adopted in letter and spirit will not only frustrate the creation of a clout in the police stations but also help in honing the investigative skills as well as grooming of police officials, added Prof. Bhalla, who’s now a days working on certain important files including police cum mafias.
Flaunting some photos wherein some SHOs can be seen rubbing shoulders with notorious criminals and land mafia in closed door kabab parties, another IPS officer avers “Known as elite SHOs in police circles, these inspectors directly develop personal relations with higher ups in police department and even don’t bother about their immediate seniors”.
The dossiers of some SHOs are mind blowing. From their deplorable financial status at the time of joining police department, today some among them owned palatial bungalows and having amassed immovable properties worth several crores in Panjgarian, Jakh, Muthi, Fallian Mandal, Ban Talab, Kot Bhalwal, Chowadhi, Sunjawan, Chatta Chowadhi, Birpur etc. Irony of the matter is that a section of these blue eyed inspectors have become colonizers and enjoy cordial equations with land grabbers as part of operation quid pro quo, he added.
Referring to startling journey of rags to riches of a constable who rose to the rank of an inspector, highly placed sources in Police Dept said “Without compromising integrity, a poor cop who’s now an inspector can’t own banquet halls having value worth several crores”.
JK Global News Take: Shunting of blue eyed SHOs is a welcome move. But, the police department should immediately gird up its loins and act on a break neck speed on the dosssiers of several other tainted SHOs so that lost sheen of the police department is somewhat restored for the larger public welfare.
