With mounting allegations of corruption amidst alarming rise in unlawful constructions, Vice-Chairman, JDA Pankaj Sharma cannot afford to sit in oblivion on chronic issue and allow delinquent officers and officials to go scot-free.
JAMMU: Enjoying immunity from higher ups in Jammu Development Authority for patronizing large-scale illegal constructions inside an unnamed unauthorized colony located on bank of the river Tawi in Phallian Mandal (Jammu Khas), Khilafwarzi Inspector, namely Ramesh Kumar, now acquire expertise in devising ways and means to audaciously push more unlawful constructions.

Facing adverse entries in service records for dereliction of duty in past, the JDA has deployed Ramesh Kumar for action against constructions raised in contravention of COBO Act 1998 and Building Bye-laws 2021 in Phallian Mandal (Jammu Khas), Jagti, Nagrota and Bajalta. However, these areas have become a major attraction of unorganized development in contravention of JMP-2032, where allegations of corruption came flying thick and fast against field functionaries of JDA’s enforcement wing for turning Nelson’s eye towards large-scale illegal constructions.

In Jagti, opposite IIT, two commercial structures on first floor are being raised without an approved plan and CLU allegedly in connivance with officials of JDA. Along NHW -44 road, this under-construction structure covered with polythene sheet, is visible to everyone except most honest officers and officials of JDA deployed in the area, said Baldev Sharma, a resident of Jagti.

Pointing towards more structures constructed without CLU and an approved building plan, he further said, “As soon as we laid first brick to build a small room to meet our basic needs, the team of JDA appears in a jiffy, but these commercial structures are allowed to be completed in a hassle-free manner.”
There are also allegations against JDA’s enforcement wing for protecting illegal commercial constructions in Jagti, Bajalta, and Nagrota by issuing symbolic notices or organizing a circus of sealing.

Referring to a case wherein official exercise initiated for sealing of three iron shutters on first floor in Nagrota Bazar which was later shelved for reasons best known to enforcement wing, reliable sources in JDA said “Every illegal commercial constructions from Baan to Jagti, Bajalta, Nagrota as well as dozens of residential constructions inside a colony in Karnail Chak explains organized play of corruption which if investigated by officers of integrity in Anti Corruption Bureau may land several officers and officials in trouble water.
It is pertinent to mention here that Khilafwarzi Inspector, Ramesh Kumar in an attempt to deviate attention of VC JDA from large-scale illegitimate constructions inside one unapproved colony has misled the later during a surprise tour of Phallian Mandal area by showcasing the land fixed with JSCL boards as JMC jurisdiction.
Citing preoccupation in a meeting, VC, JDA, Pankaj Sharma remained evasive on the matter when contacted by JK Global News to seek his response on the issue.
