JAMMU: It may sound incredulous but it’s a fact that an employee of Director Colleges namely Pankaj Bharti by employing tricks of games continue his stay at Higher Education Department (HED) in Civil Secretariat for more then 20 years.
Despite the fact that Pankaj Bharti is not from Secretariat Subordinate Services, he clings to administrative department of HED for last 20 years in Civil Secretariat which is a mockery of recent government directive wherein it directs for rotation of all employees who completed 5 years at a particular place.
Pertinently, the LG administration acting on the dossiers of Anti-Corruption Bureau (ACB), on September 2021 has directed the Administrative Secretaries to rotate those employees who have a stay of more than 5 years. This step was aimed to bring transparency and curb corruption in functioning of government departments.
There are allegations that due to prolong continuance at same place, Pankaj has created a clout in Administrative Department of HED where he managed to prevail upon successive hierarchy of officers in manipulating transfer proposals of college Principals and Professors.
The incumbent Principal Secretary, Rohit Kansal must dig out the truth and shunt out this overstay employee to far flung college so that transfer racket in HED could come to an end, alleged sources in HED.
This is a serious matter and the LG administration should order probe to unveil as to how Pankaj Bharti has prevailed upon every Administrative secretary in the past and managed his continuance at same place for past 20 years, said a Professor of GGM Science College.
“By staying at a particular place of posting for decades, several officers create a sphere of influence which are deterimental to ensure corruption free environment in government departments” said a senior officer of HED on condition of anonymity. The case of Pankaj Bharti is a bitter truth of this disgusting practice, he added.
Unlike several junior Assistant who were appointed against the state Cadre posts and keep transfer from one college to others, Pankaj Bharti was preferably kept in the category of ‘Touch me Not’ and allow to keep prosperous at same place despite being promoted from daily wager to SO” reveal another officer of HED.
“Referring to posting of a male Principal in city college who is a relative of Pankaj Kumar, an official of HED on condition of anonymity said ” Those enjoys proximity with Pankaj conferred with kitchen postings”.
This blue eyed clerk is favourite of Special Secretary, Rakesh Badyal, who is also the Departmental Vigilance Officer of HED, aver an insider in HED.
Efforts to seek views of Principal Secretary, Rohit Kansal and Special Secretary, Rakesh Badyal couldn’t materialise as the duo remain elsusive to our calls. However, Pankaj Bharti when contacted instead of giving any satisfactory reply to our queries on his overstay of 20 years in HED at Civil Secretariat said ” You can check my record from Special Secretary, Rakesh Badyal”.
