SRINAGAR : Sending out a strong message of zero tolerance towards alleged sexual misconduct involving minors in schools, the Jammu and Kashmir government has dismissed a government school teacher in Kishtwar from service and disqualified him from future government employment.
Government Order No. 388-JK (Edu) of 2026, issued on September 21 by the School Education Department, dismissed Khalid Hussain, Teacher Grade-II, posted at Government Middle School Bumalpora, Gurinalla, Zone Inderwal, Kishtwar.
The action follows FIR No. 34/2026 registered at Police Station Chatroo under Sections 61(2), 65(1), 90, 91 and 92 of the Bharatiya Nyaya Sanhita (BNS), besides Sections 4, 6, 8, 10 and 17 of the POCSO Act.
Worth to mentioned here that rape of a 14 years old tribal girl at Chatroo has resulted in massive resentment and anger among public against the accused and public was demanding exemplary punishment as deterant against such incidents.
Hussain was already under suspension and in judicial custody in connection with the case. The government said a regular departmental inquiry was not reasonably practicable under the circumstances and treated the matter as falling in the “rarest of the rare” category.
Pertinently, the J&K Lieutenant Governor has repeatedly invoked the special provisions of Article 311 to terminate the services of nearly 80 employees who were primarily involved in separatist and militancy related cases. However, this is the first time that elected government led by Omar Abdullah has invoked Article 311(2)(b) to terminate services of an employee.
