Jammu: Removed disgracefully by the J&K High Court from the coveted post of Chairman, Jammu and Kashmir Board of School Education, Principal Government Degree Collge (Boys) Udhampur, Nutan.K.Resutra now eyeing for prized posting of Registrar in Cluster University, Jammu.
Known for pleasing higher ups in the corridors of power, Nutan K.Resutra is allegedly influencing one Advisor to LG G.C.Murmu for this prestigious post before attaining superannuation this month, says reliable sources.
Tragically such development will nullify the zero tolerance policy of LG Murmu against corruption in the UT of J&K, avers an officer of Higher Education Department preferring anonymity.
The post of Registrar is pivotal for smooth development of newly established CUJ, said another officer of HED. Only person with unblemished track record and vision need to be considered for such crucial post, he added.
Ironically, several little known institutions have conferred Nutan with unfamiliar ‘awards’ which includes ‘Indo-UN Pin’, ‘Rajiv Gandhi Peace’ and ‘Glory of India’ for his “so called” contribution in the field of education.
But, tragically apart from pending departmental disciplinary action there is one FIR stands registered against him in Anti Corruption Bureau pertaining to alleged misappropriation of funds during his past posting as Principal in GDC Udhampur.
Not only this, he was indicted in one departmental enquiry pertaining to an alleged misappropriation of funds in installation of Wi-Fi in the campus during his stay as Principal GDC, Rajouri, said sources adding that the enquiry committee has fixed the penalty and issued the notice for recovery.
It’s worth to mention here that vide FIR No. 11/2017 under section 5 (1) (d) r/w 5 (2) J&K P.C Act 2006, a case was registered in year 2017 at Police Station ACB, Jammu against Nutan Kumar Resutra on the basis of a verification conducted into the allegations regarding allotment of several controversial civil works in GDC Udhampur in the year 2010-12.
As per this FIR, Resutra had spent more than Rs.10 lacs on ‘renovation’ of his quarter in GDC Udhampur campus in bypassing concerned Govt agency.
Besides, he had floated quotation for different types of works which were purely technical in nature. Instead of executing the work through PWD (R&B), Resutra by misusing his official position, charged higher rates for the different types of works and spent 23.13 lacs on 32 minor works which were executed departmentally through his favourite contractor on the basis of quotations.
These controversial works caused a loss to the tune of Rs.301,453/- on account of excess payment and non deduction of the tax, the vigilance FIR reads.
The appointment of Nutan Kumar Resutra as Chairman of JKBOSE received severe criticism from the civil society which has raised objections over the appointment of tainted academician as head of BOSE.
Following, this criticism a case was filed in High Court to remove him from the coveted post for being corrupt. Subsequently, finding substantial weight in the allegations levelled against Resutra in the petition, the state High Court by way of judgment dated December 11, 2014 had directed the removal of Prof Resutra as Chairman of JKBOSE and had issued further directions for completion of disciplinary proceedings against him.
While delivering the judgment for removal of Resutra, the Division Bench of the State High Court headed by the then Chief justice M.M.Kumar has rightly observed that the person facing allegations of corruption on several accounts should not occupy the public dealing posts.
Later, Resutra challenged this order in SC. However, A Bench of the Apex Court comprising Justice Vikramajit Sen and Justice Abhay Manohar Sapre dismissed the plea and upheld the judgment of J&K High Court.
When contacted, Nutan Resutra said “I have played my innings well and no more in race for any prime postings till my retirement”.
