CSR rules clearly states that a government employee is liable for severe action to the extent of termination for conflict of interest practices.
JAMMU : In conflict of interest, a teacher posted at one of the prime government degree college in Jammu city allegedly running a business of website development.
Sharing resume of a teacher of computer application faculty on WhatsApp, one of the HoD confiding anonymity in a telephonic conversation told JK Global News, “The teacher in question owns a web development company which secured works from several GDCs for designing, development and maintenance of college websites”.
Currently posted in one of the city GDC whereas his spouse is working as contractual teacher in another district.
Further giving details, HoD reveal, “The said teacher often seen busy in managing business of website development during working hours in college at the cost of students interest by skipping teaching assignments”.
This is a clear case of conflict of interest which requires an investigation through crime branch to unveil the truth and action under civil services rules, said Prof SK Bhalla.
If situation demands, the higher ups in HED would be apprise with evidences for action warranted under CSR rules against those teachers who virtually become Merchants in GDCs, emphatically added Prof. Bhalla.
Interestingly, information received through RTI on designing and maintenance of websites by GDCs in Jammu division revealed startling revelations.
The analysis of the RTI information shows that several GDCs alloted work for website designing and development besides annual maintenance to a company which is allegedly owned by a college teacher.
Astonishingly, there is noticeable vast variations in rates quoted by the said firm in response to tenders floated by GDCs of Jammu province for website development followed by its annual maintenance.
For same quantum of work, the firm owned by a college teacher quoted different rates for different GDCs which is a matter of probe to fix the responsibility on those involved in wastage of state exchequer for reasons best known to them, demanded a senior teacher posted in GCW, Parade, adding this is a case of serious financial irregularities.
