JAMMU: The recent annual transfer drive (ATD) initiated by the Higher Education Department (HED) has started emanating foul smell owing to alleged continuance of past practice of kitchen postings besides prevalence of modification mania for adjustment of favorites teachers in comfort zones.
As per details available, the HED claiming fairness and transparency with implementation of ‘Portal System’ application has ordered transfers of nearly 1500 college teachers posted in different government degree colleges (GDC) of Kashmir and Jammu regions.
Surprisingly, the orders issued by Principal Secretary, HED clearly directed for transfer of teachers with immediate effect. However, considering the fact that nearly 200 blue eyed teachers have not been relieved by concerned Principals citing lame excuses, it seems these orders are observed more in violation than compliance.
This is mockery of system to see that children of lesser God are relieved in the same day, whereas favorites of Principals as well as those enjoying proximity with corridors of powers have provided special privilege by allowing their continuance at previous place of postings on flimsy grounds despite transfers, opined a teacher of GGM Science College on condition of anonymity.
“The Principal Secretary must wakeup from deep slumber and take corrective measures to clear the deep mess prevailing under his nose”, he further added.
This is not in consonance with tall claims of incumbent Principal Secretary, HED who promised transparency as well as fairness by annihilating dominance of external players in transfer exercise of college teachers in J&K UT by introducing ‘Portal System’, says another faculty member of GCW, Parade College.
Sharing details, sources in HED said “In Jammu region, some of the blue-eyed teachers who have not been relieved allegedly to provide them sufficient time to manage modification of their transfers include Prety Dubey of computer science under transfer to Udhampur vide G.O No 306-JK(HE) of 20/2023 dated 1/11/2023, Mamta Gupta of commerce under transfer to Vijaypur vide G.O No 302-JK(HE) of 2023 dated 27/10/2023, Mohinderpal Singh of Statistics under transfer to Udhampur vide G.O No 326-JK(HE) of 2023 dated 15/11/2023, Rakesh Mohan Dutt of computer science under transfer to Ramnagar vide G.O No 306- JK(HE) of 2023 dated 1/11/2023, Aijaz Ahmad Lone of education under transfer to Chenani vide G.O No 270-JK(HE) of 2023 dated 26/9/2023, Meenu Bala of computer science under transfer to Vijaypur vide order No 306-JK(HE) of 2023 dated
1/11/2023 and Muneer Hassan of persian under transfer to Chenani vide order No 324-JK(HE) of 2023 dated 15/11/2023.
Allegations of gross nepotism in postings of some blue-eyed college teachers within same zone are also came flying thick and fast against the HED. Sharing a tip of an iceberg in this regard, sources in HED said claim of fair play in ongoing ATD is just an eye wash which is evident from the fact that in Kashmir region Anayat Ahmad Qureshi of geology was transferred from AS college, Srinagar to SP college, Srinagar vide order No 354-JK(HE) of 2023 dated 2/12/2023, Rubeena Jabeen of English was transferred from GCOE MA Road, Srinagar to GCW MA Road, Srinagar vide G.O No 327-JK(HE) of 2023 dated 16/11/23, Irfat Ara Khan of psychology was transferred from GCW, MA Road Srinagar to GCOE, MA Road Srinagar vide G.O No 352 -JK(HE) of 2023 dated 2/12/2023. Scores of such transfers were also made in Jammu region only to break continuance of influential teachers posted in the city colleges.
Not only this, even there are those who have not been transferred despite prolong stay either by not applying for transfer or allegedly by manipulation of data in CPIS/HRMS. Some of influential in this category include Khursheed Ahmad Shah of physics-posted in SP college, Srinagar for last 8 years, Hilal Lone of Botany posted in AS college, Srinagar for 11 years, Tauseef Malik of zoology posted in GCW MA Road, Srinagar for 7 years, Bilal Ahmad Malik of Geography posted in AS college, Srinagar for 7 years and Mudasir Wani of Computer Science posted in GCW, Nawakadal, Srinagar for 7 years.
