Not implementing orders of administrative dept on non cognizable grounds amounts to misconduct and invites disciplinary proceedings under CSR rules
JAMMU : These days, the Higher Education Department (HED) in Jammu and Kashmir Union Territory is in dire straits for the implementation of its own transfer orders issued under Annual Transfer Drive (ATD) started with much fan fare after activation of Transfer Portal system in August, 2023.
The reason being, the adamancy of some government degree colleges (GDC) Principals in relieving their most favorite subordinates citing no cogent reasons for the same.
Talking to JK Global News, an officer of HED, on condition of anonymity told, “Nearly, 25 faculty members posted in different GDCs are not relieved by a few Principals and some among them are enjoying uninterrupted stay at their choicest place for more than a decade on manipulated grounds”.
In the wake of such a predicament, while the blue eyed teachers as well as non teaching staff continue to enjoy prolong stay in their favourite fiefdoms, the worst sufferers are students and the colleges.
As per the available data, the Principal, GCW, Parade is stubborn not to relieve faculty members namely Anibreen, Vipul Saraf and Prety Dubey on petty grounds.
Similarly, the faculty members of GCW , Gandhi Nagar namely Rakesh Mohan continue to stick to their choicest place of postings.
Not only this, even in GDC Samba, one teacher identified as Yashpal Singh has donned the mantle of ‘Mr. Indispensable’ on very weak grounds.
The other fellows of aforesaid category include Sudhir (GDC, Ram nagar), Rakesh Kumar and Arun Kumar (GDC, Hiranagar), Meenu Bala (GGM Science College), Wajahat Jafri (GDC, Surankot), Jatinder and Shah Jahan Ganai (GDC, Gool), Naz Zargar (GDC, Bhaderwah) and Satish Kumar of GCOE, Canal Road, Jammu who are glued to their current place of postings for the last more than a decade, thanks to the blessings of their respective well wishers in HED as well as incumbent and past Principals.
The ATD was initiated in August, 2023 but till date some favourite teachers of authorities are not relieved from their place of postings. This is a mess which indicates that all is not well in HED where a few Principals are calling the shots at the cost of academics and breeding indiscipline which is detrimental for the implementation of National Education Policy, avers one Principal, confiding anonymity.
These undesirable practices are not only restricted to gazetted teaching staff but there are credible reports of alleged massive mess in the recently issued transfer orders of non gazetted staff of HED wherein the officials running examination mafia in some colleges of cities were left unscathed despite their entrenchment for more than a decade.
This grim situation is primarily causing enormous damage to academics in GDCs in J&K UT and signals prevailing mal governance in HED, which is unexpected in LG’s administration, says Prof. SK Bhalla.
Deliberately not uploading orders pertaining to recent en-masse transfers of non teaching staff is a pointer towards administrative chaos prevailing in HED under the leadership of incumbent Principal Secretary, vehemently added Prof. Bhalla.
This is also a serious casualty in implementing transparency and corruption free environment in HED, which always remains a hotbed of favouritism, nepotism and alleged shady dealings in transfers process, asserted one faculty member of GCW, Parade.
