JAMMU: An Indian Administrative Officer (IAS) of AGMUT cadre, Majid Khalil Drabu, Controller Legal Metrology Department (LMD), Jammu and Kashmir Union Territory has been lectured by the administrative department of Food Civil Supplies and Consumer Affairs (FCSCA) for defiance behavior, ignoring seniors’ calls and choking government functioning to incapacitate important official tasks.
Counting several instances of non cooperation exhibited by the IAS officer in resolving all pending 19 Audit Paras of LMD within deadline, the letter bearing No FCSCA-Acts/26/2023(E-7251206), dated 04/08/2023 has admonished the officer for distracting and choking down the collaborated endeavors of Finance Department, Administrative Department (FCSCA) and Principal Accountant General, J&K by forcefully repatriating an official deputed at the behest of administrative department for submission of audit replies which results in wastage of crucial 4 days out of 7 days deadline set by the Principal Secretary, Finance Department.
Rise of Drabu in J&K Govt : Majid Khalil Drabu is currently posted as Controller LMD since July, 2021. He is brother-in-law of separatist Islamist leader Mirwaiz Umar Farooq and known as blue eyed boy in corridors of power. Though he never appeared in Combined Competitive Examination, yet he was inducted into KAS in 2008-09 after he joined the Industries department as an engineer in 1998 in the pay grade of 6700. To dole out undue favor to Drabu and 16 other favorite employees including a son of a retired justice, the then Farooq Abdullah led Govt in a decision of its own kind created parallel cadre of Project Managers (Departmental recruited) with existing Cadre of Functional Managers (KAS) in Industries and Commerce Department. Later, they were inducted into KAS cadre despite the fact that the none of them were in 7500 pay grade and then into IAS in 2022.
Astonishingly, as per the content of the letter, Drabu left no stone unturned to even waste the remaining 3 days of 7 days by seeking explanation of Director Finance, FCS&CA for ensuring submission of replies to the office of Principal AG, J&K.
Highlighting another serious aberration in behavior of officer in question while performing official duty, which according to insiders liable for disciplinary action under CSR rules, the letter reads, “Lack of proper coordination by you being the head of LMD, J&K and even till today not responding to phone calls of Adm Dept, the discussions to be held for settlement of outstanding audit paras in respect of LMD seems to be remain unfruitful”.
“Your un-supportive attitude as usual not only created obstacles in performing legitimate duties of the Adm. Department but it also transpires that you have made every possible efforts to choke down the collaborated whole hearted efforts of whole Finance Department, Administrative Department and Principal Accountant General, J&K, for settlement of all outstanding audit paras in phased manner”, further says letter.
Insiders in CAG say “If the audit paras remain unsettled it finally mentioned in the PAC report which is seen as an act of irregularities.
