JAMMU: Reluctance of some Government Degree College (GDC) principals to relieve some blue eyed teachers who have been transferred by the Higher Education Department (HED) shows predominantly prevalence of ill practice of nepotism despite implementation of ‘Portal System’ for transfer.

Though college authorities are trying to justify retention of these transferred teachers on flimsy grounds but reliable sources in HED said, “This is a deliberate exercise as these blue eyed teachers have been promised modification of their transfer orders with choicest place of postings”.

Recently, the HED under the leadership of upright Principal Secretary, Alok Kumar has introduced a ‘Portal System’ to ensure transparency and fair play in transfer of college teachers. This innovative mechanism was implemented with an aim to end nepotism and wide spread corruption ailing the transfers exercise in HED in the past.

As per details available with JK Global News, GDC (Women), Gandhi Nagar has topped the list of colleges for not relieving teachers despite their transfers. Posted in GDC (Women), Gandhi Nagar Mamta Gupta (Commerce) vide G.O No 302-JK(HE) of 2023 dated 27/10/2023 was transferred to Vijaypur, Mohinderpal Singh (Statistics) vide G.O No 326-JK(HE) of 2023 dated 15/11/2023 was transferred to GDC (Boys) Udhampur, Rakesh Mohan Dutt (Computer Science) vide G.O No 306-JK(HE) of 2023 dated 1/11/2023 was transferred to GDC, Ramnagar, Mamta Kundal (Commerce) vide G.O No 302-JK(HE) of 2023 dated 27/10/2023 was transferred to GDC, Reasi and Aijaz Ahmad Lone (Education) vide G.O No 270-JK(HE) of 2023 dated 26/9/2023 was transferred to GDC, Chenani.

In addition, Meenu Bala (Computer Science) posted in GGM Science College was also not relieved despite the fact she was transferred to GDC, Samba vide order No 306-JK(HE) of 2023 dated 1/11/2023.

In the same manner, Muneer Hassan (Persian) also retained by in charge Principal Government MAM College knowingly well he was transferred by HED vide order No 324-JK(HE) of 2023 dated 15/11/2023.

Even, GDC (Women), Parade has also extended favors to Preety Dubey of Computer Science by not relieving her despite the fact she was transferred to GDC (Women), Udhampur by HED vide G.O No 306-JK(HE) of 20/2023 dated 1/11/2023.

While the college authorities justify Preety Dubey continuance owing to a research project she is associated with it, however, insiders alleged that she is handling purchases worth several lakhs at the behest of the college authorities.

Not relieving a handful of teachers especially those who are known for enjoying proximity with Principal in college evidently shows mockery of transfer orders issued by Principal Secretary HED, said one faculty member of government SPMR Commerce College.

“Even prolonged delay in relieving transferred teachers is also adversely impacting academics of colleges, avers another teacher of GCW, Parade, adding “This is an act of disobedience and the authorities in HED need to initiate punitive measures so as to curb this undesired practice”.

For clarification on the issue, the Principal Secretary, HED Alok Kumar could not be contacted. However, Special Secretary HED, Ravi Shankar Sharma claimed that after introduction of ‘Portal System’ transfers of college teachers are being executed in a “flawless” manner sans “nepotism”. “Nearly 1400 college teachers have been transferred recently and out of which 1000 so far have already joined their place of postings.

“We are issuing an order directing all the GDC Principals for immediate relieving of all those teachers who have been transferred”, he further added.
