Suspended thrice in past for shielding illegal constructions besides demanding money by exploiting names of higher-ups, Indu Bhushan, Khilafwarzi Inspector, has regained its old practice of minting money by allowing unauthorized constructions.
In August, the JMC authorities, after revoking his suspension, deployed Indu Bhushan in ward number 12 (Krishna Nagar), 14 (Bhagwati Nagar), and 19 (Chand Nagar) for performing duties as envisaged in J&K Municipal Corporation Act, 2000, read with UBL norms 2021.
After managing favorable closure of enquiry which was ordered against him on a complaint of one former councilor pertaining to alleged exchange of hefty money for protecting construction of one illegal commercial structure in Janipur area, KI in question rebounded with a bang in his new wards of deployment.
However, post revocation of suspension, in one go nearly four alleged illegal constructions, including two commercial were not reported by the concerned KI. Sources in JMC reveals “In Bhagwati Nagar, adjoining a Mandir opposite pillar No 3, the violator during night hours on September 23, 2025, executed slab work on first floor without permission from JMC. Prior to posting of Indu, enforcement inspector Vikas Bali had stopped construction work on this site.
Adopting a similar modus operandi, another residential structure on first floor at House No 33/28 Ashok Nagar (Bhagwati Nagar) was not reported by Indu, says our reliable sources in JMC.
In another case of alleged patronized constructions, one violator in ward No 19 (Chand Nagar), on 23/09/2025, executed slab work after removing old tin shed. There are reports that the concerned shopkeeper was willing to start work for concrete slab only after receiving building permission. However, he was discouraged, citing misled facts, and the slab work was done after concealing the structure with a polythene sheet as part of operation quid pro quo.
It’s worth mentioning here that during tenure of the then Commissioner, Rahul Yadav, enforcement inspector Indu Bhushan, as part of an alleged underhand deal, has allowed construction of a huge commercial structure in Amphalla adjoining High Court staff quarters. There are allegations that by exploiting names of higher-ups, an amount of Rs 5 lakh was collected from the violator. The building in question later faced action under COBO Act after the higher-ups in JMC were appraised about misadventure of corrupt official.
Insiders in JMC revealed that Indu Bhushan is passionately carrying forward the legacy of tainted enforcement inspectors Gopal Sharma and Shiv Kumar. The former was terminated from services on allegations of large-scale corruption in shielding unlawful constructions, especially commercial ones, in Channi Himmat while later claiming to be a prodigy of several IAS officers was suspended on several counts while performing duty of enforcement inspector.
It is strange to see that every time, the authorities placed him under suspension on serious charges of shielding illegal constructions, concerned KI managed an escape route, which is not possible with the godfather sitting inside the JMC, which is a matter of investigation. Three times suspension itself shows that concerned KI case is fit for termination under CSR rules, avers one officer of JMC, confiding anonymity.
On being contacted, Commissioner JMC clarified that every illegal constructions in JMC limit will be dealt as per law. Khilafwarzi officials are strictly sanitized to report every single unauthorised constructions and renovation in their alloted wards. Those minting money by protecting unlawful constructions will not be spared, he asserted emphatically.
