JAMMU : Academics in several Government Degree Colleges in Jammu and Kashmir Union Territory has taken a nose dive owing to the non availability of teaching faculty.
This sorry state of affairs is by product of extending undue favors to a selected class of teachers who are instrumental in calling the shots as per their whims and predilections.
Ironically, the repeated requests of Principals to the higher ups pertaining to non availability of teachers despite their postings has no takers among the top brass who are reluctant to budge an inch from their own agenda.
As per the details available with JK Global News, the HED vide G.O No 155 JK (HE) of 2024 dated 6/3/2024 ordered pre mature transfers of 18 college teachers without following standard operating procedures on the excuse of “in the interest of administration”.
Expressing his serious reservations, Prof SK Bhalla emphatically asserted, “In the light of repeated media exposures, here is an urgent need to order an in-depth enquiry into premature transfers in HED sans rhyme and reason. Hopefully, the new dispensation shall take care of this mess on a top priority basis to stem the rot. Accountability of officers responsible for mismanagement must be fixed in the larger public good”.
In this order, Mohd Maqueen was transferred from GDC, Bani to GGM Sc College, Javed Iqbal transfered from GDC, Marwah to GDC, Thatri and Imran Hussain Shah from Marheen to MAM College.
Interestingly, all these teachers of Urdu were transferred by HED as part of ATD Vide Order No 348-JK(HE) of 2023 dated 30/11/2023. In the same manner, the rest of teachers mentioned in order No 155 were transferred under ATD.
The mess in the name of transfer is not limited to only this particular order but there are others also being accommodated on the pretext deputation, deployment and what not.
For information of learned Principal Secretary who is honest to the last penny, teachers of computer applications faculty namely Rakesh Mohan Dutt as well as Meenu Bala who were handling non teaching assignment in Cluster University of Jammu for past several years were transferred in Nov 2023 from their actual place of posting vis a vis GCW, Gandhi Nagar and GGM Science College to GDC, Ramnagar and GDC, Samba respectively. The duo again managed deputation to CLUJ within a few days of joining their new place posting”.
Narrating tale of woes, a GDC Principal wishing anonymity said, “We have apprised the HED about the murky state of affairs prevailing in colleges for last 10 months due to non availability of these teachers at their place of postings but till date neither they repatriated them not sent their substitute”.
In protest against the non availability of transferred teachers even in one GDC the agitating students pasted posters in the campus, said another Principal.
Similarly, teachers namely Aniee Ambreen of History and Preti Dubey of Computer Application who were relieved with much heavy heart from the entrenched placed of posting to GDC, Kathua and GCW, Udhampur respectively again managed to come back to their favourite place of posting with blessings of their God father in HED who issued an Historical order of its own kind.
Not only this, even in Government College of Education, the HED has posted teachers which are not in possession of M.Ed degree in violation of rules which clearly states that only faculty with M.Ed are required to be posted in GCOE.
While the Principal Secretary HED, Alok Kumar preferably refused to attend to our repeated calls, the Special Secretary, Shiv Shankar Sharma said, “We are at liberty to do whatever we want and banged the phone when further questioned about the propriety of repeatedly favouring a select lot”.
